Couldn't load archive?

every time i try to run the War Evolution 1.9 RC2.3 mod it says " couldn't load archive 'otacontent.sdz' for mod "War Evolution 1.9 RC2.3".
The help i need is how to fix it so i can play it???

this and extract into /base/ folder.
