It's possible to create a "Settler"-Game with the Spring engine?
1. Create Persons
2. Create Ships
3. Create Houses (Mine, Living, Productions incl. Animation)
4. Transport of Materials (Stones to Build-House)
5. Change Persons to Fighter
6. Change Persons to Pioniers

maybe yes, but its a complete new game from the scratch and it will be last for years. so its easier to buy a settler game

The mechanics in lua would probably be the easiest part Most of your task would be setting up the map and the visuals, not to mention the controls.
But it is perfectly doable

I assume from your feature set you mean Settlers 3/4.
Everything looks possible and I think the lua would be reasonably straightforward. The only possible game mechanic issue I can think of is how Spring's pathfinder will work when many single units want to move in different directions. The pathfinding is probably avoidable though.
As AF said the hardest bit is the content. If you have already got content(which I doubt) I could take a shot at the lua for you.

@Google_Frog
Yes i mean settler 3.
And i don't have content at the moment. Because at first i want find an engine. Then i will start testing with this engine, and then i can begin
with planing and creating Contents. For the Contents i think i find also
persons to can help me, because settler 3/4 have a big community.
Know i will start to test the spring-engine.
When i have content i will ask here for help, when i have problems.
Thanks a lot for the informations

Then to properly answer your question I believe I or many others could create enough lua to recreate Settlers game mechanics down to jumping up and down to level ground. Given the time and motivation.
The basic moving around while carrying things would be simple so would probably take a few dedicated days. Polish as always would take a lot longer. There would be a lot of work in animation though I don't really count that as mechanics.
Know i will start to test the spring-engine.
Unless you already know how lua works with the Spring engine you won't be able to test anything. I really doubt any coders will create anything testable until you show your seriousness with a little bit of content (as in 1 walking guy and a building). If you wait for what you want to do to be demonstrated to be possible you won't get anywhere.

Didn't they use shovels in Serf City (Settlers 1)?

Only real barrier I'm thinking of is that, let's be honest: humans look like crap in Spring. A lot of guys have tried really, really hard to work around the animation system, with mixed success. I mean, they work, but it took a lot of blood sweat and tears to get the animations that S44 and Gundam have now, and they probably would have looked twice as good in half the time with a better animation system.

If you want to play a settlers 2-like game, I suggest trying out
widelands.

Settlers of Catan is available practically everywhere but it's not related to the game series.
