I'm wondering can I make my own rts with spring?

download BA, un7zip it, examine contents, research which "*A" hasn't been taken, call your mod by that designation regardless of whether it has anything to do with CA/...

The best way to start a game is by modelling a few units.
A way to start learning is to unzip some other game to see what goes into them, read some broad tutorials and ask questions. Most of the wiki is out of date, for example things done in fbi and cob/bos are better done in lua nowdays.
