Spring RTS Engine

Hello everyone. I need to know how to do these things:

* Draw on a gl program like fraps or mumble does

* or draw something on the screen that remains there over games and pretty much everything.

I searched google for help but i dont think i know what to search for. I know alot of people here have helped me to rephrase the questions I ask so I can figure out the answer myself, so I am requesting that service if explanation of the former is not possible.
