Can't place sea units when you're not actually blocking

If I have my commander try to build a tidal on top of himself, he sits there doing nothing saying the position is blocked. If I move him to the side and then start the tidal, I can then walk him back into the original "blocking" position -- even before the tidal is finished building.
A similar thing happens when you have a con ship try to build an underwater mex beneath himself - he'll stop needlessly, often being too stupid to figure out how to move out of the way.
