Hackish workaround for FPS view underwater is to FPS a unit and move it underwater. This didn't work the last time I tried it (2007?) but it works in recent versions.

Yes this is quite possible. I would request more importantly that advanced underwater rendering be made that makes looking up to the surface look better. I did make some nice bubbles and swinging seaweed, but the surface just doesn't look good.
