how hard is it to make a simple mod which involves 2 teams fighting? i wanna make simple mod like ba but i want to add my own models and stuff cos i think it would be awesome to create a bunch of crappy models and see them battling each other

Not that difficult, once you make models you really can walk through it via the forum and the wiki. Most of the original game developers who didn't port their projects from TA learned that way.

I couldn't call BA simple. If BA is simple, then what would be a complicated mod?

Yeh BA isn't simple. Simple is something like KP or CF. Also, I haven't given it a go yet but I think Tsu's Mod Making app would be suited for making simple mods?

Spring: 1944 is dead simple.

the only reason you can consider BA simple is like most other *A's most of the stuff is ported from OTA.
Making a *A from scratch would be far from simple (especially at a modern standard)

I'd argue that making "TA from scratch" would be far easier than the excruciatingly painful process of individually replacing each out-dated aspect of TA one at a time.
