Beef: The Right Information

One thing that frustrates me incredibly is the lack of accurate information available in my own language on the internet when it comes to things like homebrew, emulation, and modding.
Now I understand quite a few of these types of things have to stay "under the radar" and such due to the questionable legal ground they tread on... and that one group will sometimes disappear and that it's difficult to keep constantly changing information up to date... but it seems like it could be better.
Even within the Spring game, unit and map making community there is a bit of a struggle for the initiate to work through before they get all the right information they need and we're a rather cohesive community... meanwhile many homebrewers and modders are releasing their files on filesharing sites(like rapidshare and megaupload), announcing them exclusively in password protected forums or on personal home-pages... many still breaking files up into chunks suitable for use-net distribution.
Now one place that have a good idea is Yahoo Answers (and similar sites)... but unfortunately these places don't seem to be frequented by people in the know and the answers are oftentimes as clueless as other people.
So what I propose is to form a "Ministry of Correct Information", It will be a forum, wiki and file-host... but with the additional factor of files and information needing to be confirmed by members, and re-confirmed after certain amounts of time... so... who has hosting space happy to accept questionable content?
