'web design' can encompass any one of a billion different things. generally people mean CSS + HTML + AJAX nowadays, but i've also heard it used to refer to stuff like PHP, Rails, etc.
So do you want to learn how to design web pages? web sites? add functionality to existing web sites? draw web sites?
if you have something specific you want to be able to do, post it before we lead you astray
