Thats a program for editing mario 64 roms. Currently it has some limitations, for example, you cannot add new objects to the game, only change existing objects in something else and move/rotate then, and you cant add a object for a stage where it doesnt exists either... it looks really promissing tough :) Also textures are already fully editable, there are a lot of videos of texture-hacked roms in you-tube.
