download the zip all the way down the page,extract; select as folder (directory where you installed wings, default:D:\Program Files)
D:\Program Files\wings3d_0.99.02\lib\wings-0.99.02\plugins

there you go, you have them all:) suggestion: go to object mode, deselect everything, right click > more> there you have some more primitives

for the rest, just try them and youll see thats its cool:)

You mean the zip at the bottom, it's the most recent one. Only the Shape Extruder command comes with it, the other plugins come with wings.
