Lua OTA Radar/Sonar/Jammer?

Hey. I'm looking to learn to lua something up for Hardcore Annihilation, and was wondering how rough/feasible this would be. I want to implement LOS-less radar in HA. Also, Spring sonar is buggy - it includes hovers, and is unjammable. At the very least, I'd like to lua a sonar that ignores hovers and can be jammed - how feasible a luarule is this?
I guess the key point is: can Lua be used to expose a unit as a Radar-dot (with all the features that being a radar-dot gives - drift, units shoot at it, etc.)? Where do I start for implementing a unit-specific luarule?
