It would be used by so few people, and would be so frustrating for non-use players (especially in games with more than two players), that if you ever really wanted to have it, just hit - a couple of times to get it to a 'bullet time' speed you wanted.

In many games, specially the shared commander, or allyed games, i feel in the need of slowing down things to talk to my ally, get to his attention some important detail, (maybe some weak spot that is being attacked, or maybe to plan a defensive tactic... like "dont build anything till the ddm is done" or "dont use energy now" or "carefull a bunch of mavs are entering by the left, go fly some finks over them"... ).
The only way to do have enough time to do so in a few time.. er... is to be able to slow time down.
Last time i needed to do so, i tried to speed down the game, but the enemy got it back to 1, (of course the wanted to destroy hole isle, the less time i had, the best for him). So i really couldnt talk to my ally, and agree on some defensive tactic.
(now next is bullshit)
I really dont think is dumb, maybe not mainstream. If it where dumb, soldat shouldnt have it, niether Vice city, or Max Pain, or...
I know those are more Fps oriented but you should agree Spring has A LOT more action at given times.

this would be nice feature yes... i want it NOW... and maybe the game should go in grayscale so everyone sees its in slowmo...
when u kill enemys u should gain some sort of experience that u can use to some special powers like teleport, slowmo, jadajadajada

hey really... im a arcade type games player usually... i need some special tricks that makes me go WOOOT or WOW or OMG... those are nice things like suprising ur enemy with krogoth that teleports to his base... ookei that s too much maybe teleporting only units that are transportable... these are offcourse ideas for "mod" or maybe "mutators" if the mutator thing ever comes to spring
i know u want to keep ota the way it is but think abaut the guys who really play starcraft or warcraft... they need some arcade feeling...

Sounds like Intrabase Translocator. (inbase?)
With that thing you could make appear and disappear units in a very big radius.
It was just a instant transporter.. (could cloak also).
Once i "trasnlocated" some mamooths to my enemy's base, with a "chain" of translocators starting from my base. (they got ripped anyhow, the defenses in Merlinpack were awesome).
If that mod were working in Spring you couldn automatize the transport chain (repeat, zone load/unload), it could be very funny to teletransport some Eddins ,kroggys, mamooths in a blink... if i got that attack in my base i will most likely cloak commander and send him to the center of the moster-units transport spot and try to dgun, or blow with all of them... making such should be even possible if i just had enough time (and 4hands/mouse) ... or could slow down time!!

( so i have enough time to set hold fire too, and shut down all mohos and..)
Wich takes me back to the subject of this thread...
