Ctrl+W picking emplacements and Commander!

Ctrl+W is supposed to only select mobile weapon units, excluding the commander. At present it is useless in that your commander marches out into battle and gets killed, and doubly useless if you have any missile towers built, as that one immobile unit cancels all movement orders to any mobile units that are also selected.
