Just load up photoshop/gimp, learn what transparances and layers are, get the UV-map in a layer so you see where the polygons are, and start painting. It's not hard to get started, just takes a lot of work to get it really good.

How long did that take!?
Mine take about 2 hours, generally. I never had anything much longer than that.
Edit: What filter is that? It looks useful!

I've barely finished any textures and they take immense amount of time for me.

Mine are decently easy to do on my tanks, cuz my tanks rarely have more than 600 polies, and 400 of them can be deleted... But this is hard! I am texturing the wheels and its a pain!

The cracks and spots look like they were generated with some filter. If it was a filter tell me which one :P

Common practice is to overlay a photo of metal at very low opacity to add some metal texture. The chipping looks like emboss to me.

Dents and such are hand done...(ok with the help of layer styles... Im teh master of layer styles. But atleast I dont pick crapy presets). the only filter is actully just a semi transparent overlay of one of the "stucato" textures that come with photoshop. If you set it to soft light and turn the opacity way down it nicly breaks up the plane shades.
Oh and custom brushes... make some. They help alot.
Probablie would have been 3 hours work, but what with all the changes they kept wanting it was more like 5!
Notice were I got bord on the botom half...
