It isn't actually, really.
Just when I've almost killed a byte or worm, it kills more units and gets more health and gets rid of my last units that were about to kill it.
If you watch it closely it can be useful sometimes. I agree it should be taken out.

A viral unit that slowly infects a unit until it swaps sides could be an unusual but effective tactic, especially if the infected passed on their infections, or even builders pass it on, an infected kernel perhaps.....

At that point you're convoluting things enough that the Virus would likely be it's own faction, seperate from the Hacker.
