Not all units are all terrain. Some units are effected by terrain, because they don't "Stick" to it like the vanguards do. What can they do that normal cons can't? Aircons build incedbly slow, to slow to take advantge of their speed, so it's not expanding. Their fragile, exsensive and overall sucky. Build on hard to reach places? Transport normal cons if you want it done.
They are only good for reclaiming...
