Divisions are pointless IMHO. The lower divisions will pretty much be at the lower ladder.
Just have one ladder and declare it divided into 3 segments or whatever; the people in the lowest segment can declare "im new only division 3 etc"; the people in the higher segemetns can say "im division 1 natch"
