well, rms is approx 70% of peak... 450w peak would give you barely enough power to run a 300w rms system.

Well that's why you buy a quality power supply anway (it's nuts to spend like 200$ + for a GPU but just like 30-40$ for the PSU). In those cases your PSUs also will give you the amount of watts they are advertised with and not like LC Power PSUs which have that described behaviour of being 500W PSUs which tend to break down at 350 or something like that...
Just don't buy junk for your PSU - it's one of the most important parts of your PC in the end: Without it nothing will run and if it dies it may take lots of your hardware with it. In addition to that you also can keep the PSU for a couple of years with different hardware if you once bought something decent so it's not stupid to spend a little more here for quality...

Not sure if this hasn't been said, but try and get a modular power supply if you can ontop of getting a solid one. Modular power supplies mean that choose what cables to connect and stuff which is so fucking awesome considering you wont have to deal with like the fact you'll only use 33% of the cables and then you have to find room to 'hide' the other 67*

I use a modular myself, quite good if you plan to make changes to your internals.
