I would say that the damage value would be quite a nice substitude for momentum...

Except the higher the damage the greater the plasma charge.. The greater the charge the easier it is to move. Plasma's funny that way. (Just returning the favor for the radars IMSabbel.)

But easier to move== more energy needed, too, in that case.
Just because an equal field creates more force doesnt mean it free for large bullets. The larger the opposing charge, the bigger the energy drain from the field.

OK, lets ignore pysics for a sec, and look at what makes sense from a gameplay perspective. What SHOULD drain more? A Peewee shot, or a Bertha shot?
But one good tactic would be to grab some peewees/flash tanks/Brawlers, and raid the repulsor. Drain all their energy. Then, come in with the other stuff while their guns are down. Bye-Bye Base!

Well, the problem is the use of those repulsors were you CANT put peewees there.
For example as shore defense. I put up an island with a single repulsor and some defense towers, and send 10 millenium against it, and not a single bullet could hit the island. Not a single one.
Just look at the absolute annihilation promo video thats posted here, too, where a single repulsion tower deflects 3 vulcanes with ease...
And "ah it needs more energy" isnt an argument, or you could make annihilators just one hit kills that need 1e per hp of the target, too.
There _should_ be a limit on how much a single small structur can endure. And a fido bullet should do less strain than a berta shot...

Well in that case IMSabbel, you use Missle Ships to take out the repulsor tower, THEN hammer it with the Milleniums. Plasma is not the only weapon avaliable to you.

Trust me, "It uses more energy" is more than enoug reason for it to be balanced. In KuroTA, repulsor towers are the shit until your enemy decides not to destroy it, but rather to put so much strain on it your econmy goes to shit. Bombers ftw. :)
But, if you reeeaaally want to help them, you can destroy it and go in with tanks and blah.
Respulsors are high modifiy able anyway. For example, in KuroTA, the Rebel Shielded Command Tank now sports a small variant of the repulsor. It is only strong enough to deflect enemy tank fire, leaving defencive guns still rather effective :)

Well, given the fact how weak those missile ships are (one hit kills with annihilators which have a greater range), good luck.

What is needed is a way to "turn off" a repulsor. AFAIK right now this is not possible, this limits it's uses a bit since it interferes with your own artillery shots, too.

What would make the most sense would be to have the repulsor consume energy using the physics of the situation, using the damage as mass.... but give the repulsor a target number limit - say, it only acts on the 4 nearest projectiles. So you can spam them down, at least forcing the defender to build more repulsors.
Alternately, just don't use plasma. Starburst missiles can pack a whallop.
