Obviously you've never seen what a Catapult does to a group of fast-moving units caught in the rocket barrage. Personally, I think the problem most players have is with all-terrain units in general. Most bases get chewed by all-terrain units, and the Vanguard is no exception. It's just a reality of AA that you have to guard your flanks against all-terrain rushes. Since the only all-terrain unit with anti-air is the Core L3 one, generally the best way to cover your flanks is just to keep a gunship or bomber team at the ready. they were NEVER a uber bulldog, and it moves so slow you can counter it very easily. Just because your peewees were killed by it doesnt make it unbalanced- WHY would you attack a lvl 3 unit with lvl 1 spam which has such a short range its unbelievable - surely its more unbalanced for a lvl 3 unit to be taken out by lvl 1? vanguards can hit fast moving stuff, BUT they have a lot of weaknesses anyway so whats the problem? Just because you had 1 game and couldnt think of a counter to something doesn't have to mean a unit is unbalanced. Or had, before it was needlessly and senselessly nerfed because poor Drone had one of his PeeWees killed by one and couldn't work out how to counter it.
