What does it do exactly though? Shows you cloaked units, counters jammers or both or just something else?

I guess it could be useful sometime when hunting a last comm or so.. Well depending on how it works.

It shows cloaked units as radar blimps within its radius I think?

nope, it makes that wavy texture under them... your radar handles the radar blimps.

it displays concentrical circles around cloacked enemy units that are moving, only when moving, those circles will only appear in the map, not the minimap and don't count as radar blips ( read: units won't autoaim/lock/autoshoot at them ), it's range is quite limited too

I don't, I'm bored as hell. But anything else I play is just crap compared to Spring. I like to play vs good players any chance I get which is hardly ever nowadays...
