For the earthquake feature, I'm on the "togglable" side. Let whoever wants the effect have it (and potentially losing the game for not being able to control his units properly) while not affecting others who don't want the distraction. One may make nice videos if the replays have earthquake effect.
However, I do agree that this feature is of low priority.

I wouldnt mind the screen vibrating slightly during massive explosions, I think it would be pretty cool. It would be somthing you'd only use for nuke sized blasts though, OTA screen shake was a bit overdone

Mod side yes, user side no. Actually the user shouldn't be able to disable any features.

the screen shakes but it doesnt interfere with the game..
