They are 800 bytes because they only have 2 (or 3) colors in their palette and GIF uses a compression algorithm which describes rows of pixels which have the same color (or transparency bit) rather than storing each pixel information for itself... or something like that.
You can have fancy animations even at a 4 kb limit if you restrict them to 4 or 8 colors at maximum.
