Yes and the kamikaze-unit implementation would no longer do that.

Actually, while I'm all for weapons being able to spawn units, I'd rather just have versatile weapons for normal missiles. Nukes can, and in fact should be aircraft - the russian Topol-M missiles not only can deliver six separate nuclear charges (think of it as a plane shooting a sixpack nuclear burst missile), but can employ evasive manuevers against incoming threats. If, for example, the nuke unit would behave as a plane, and planes would be taught to actually evade missiles (currently all they can do is launch flares) by rolling and changing course/altitude, then the nuke with its compact build and great manueverability/acceleration would be all but impervious to normal missiles. A TA-type antinuke that is basically another nuke would kill it without much trouble though.
