That's actually not all that bad, especially early in the games. If you take out the enemy AA, or if he has non to begin with, a fighter attack can be quite devastating.

Mex and wind have barely any hitpoints and freedom fighters move WAY too fast for any non AA ground unit to damage them. They are great economy harrassers, and when you pull them back you still have your own AA up, you don't really need much ground based AA for a while.
