I started embedding all functions(callins/callouts) into tables in wiki to make life easier but it's really hard for me to do so without CSS. Can I get I get access to some external CSS file? Styling every single td tag is a pain in the neck

Check http://springrts.com/wiki/Lua_SyncedRead
to see how easier it is to read if functions are inside tables.
Use google to search the spring wiki: http://www.evolutionrts.info/wikisearch.html

I made a patch to add google search to the wiki, but unfortunately the devs seem to be deaf or jsut not listening.

They surely are. I am sure that in 10 years the layout will be the same and the functions will be double and no1 will be able to find a thing in the mess.

That toolbar looks cool thought I think a filter is more straightforward. Don't know if you checked the site recently(http://en.wikibooks.org/wiki/Lua_in_SpringRTS/Callins) but there is a javascript filter now so you can filter in real time.
(notice: the layout and structure is not fully determined yet)
