could it be that the textures are npot?
if it were that, it would mostly happen on older ATI cards.
... then again, which GFX problem would not have this property?

Yes, those metal spots are 85*85, which is of course not power-of-two.

so what can be done about the issue I am getting with this? Where effects and shots are rendered underneath?

look at examples that do it right (team platter, zwszg's lua-terrain,...) and le fix.
