I think you are talking about SpeedStep. Thermal throttling means the CPU starts skipping clock cycles, and can only be detected by special tools. There is one called ThrottleWatch.

Microsoft offers a free downgrade to XP this time too. And if you're still not happy, you can upgrade to OS/2 Warp.

Get process explorer and figure out what threads are active, and what code they are running. Is one nvidia?

No throttling detected, 100% CPU
