Such a widget would be a silly idea. Apart from it sucking out yet more player skill I hardly think you could make one that's operable. Giving info where what has to stand so that explosion destroys something when destroying whatever is there let's you have 5000 circles, info-boxes or whatever on screen leading to one big mess...
I also doubt that there is a reasonable way for a widget to decide what would be "the best idea". If you'd come up with something like this integrate it in an AI please to have an unbeatable enemy...
Deciding what to bomb is a player's decision and totally depends on the situation and should stay that way...
PS:
Similar to Jazcash I have pretty much never targetted metal makers with bombers. That only makes sense if he build tons of T1 makers in one big farm or like 4+ T2s right next to each other what no experienced player would do. As they get useless anyway when you kill the power generators (and as they're rather cheap to rebuild) it makes much your sense to destroy those and kill two birds with one stone...

E, B, A generally. Without build power your generally more durable buildings won't survive the concentrated second run. In CA there are rather annoying times where, with the aid of terraform and the spread of bombs, a target you wished to hit with an area bomb will survive, supported by the build power around it. That and good luck getting more AA up or rebuilding immediately.

IMO:
Kill the enemies energy. Metalextractors wont work without e. If the enemy com is a threat target him. Else get his buildpower. In any case targeting sth explosive next to your target is an option if you can do more damage.

Oh and we mustn't forget of the game mode! If you play a 1on1 ComEnd then go for the Com of course!

For instance, it might tell you to attack a specific metal maker in order to set off a chain reaction which attacking other metal makers in a small area would not. Or it might make it clear at exactly what proximity a commander must be before the unit in question will be destroyed by its explosion.
This is actually a very creative idea. Very intriguing.

Seriously, it's just making peoples gameplay more and more artificial.
I don't mind if the widget just makes what they would have originally done easier but when it actually changes their play style and advises them what to shoot at, what to do etc, it just gets newby.
Seriously, all the cool widgets have been invented already! Stop making new ones! With the exception of VBS. His widgets still own ^_^
