Er, one of the Roman emperors successfully quelled pirates in that area by putting them to work as farmers, apparently it went over pretty well. Probably wouldn't work out in modern times, but it's a better idea from history nonetheless. I don't remember which one but I just took an early western history course and recall being surprised by my instructor adding that bit in lol.

i doubt that story, since romans pretty much killed any and everything they deemed a threat, with most imaginative ways possible (colosseum, crucifixation, and a lot of medieval torture techniques come straight from romans)

First of all, there slavelabour killed the romans (no inventions needed- because of cheap workforce available) second, in somalia there is a diffrent view upon societylevels.. first come nomadic shepards, far behind come farmers (who can┬┤t call justice to defend landclaims against drive-by-eaters like Nomads) and last but least, there are the fisherman (Remember the scene from BlackHak down ?)
