I propose a motion reading: Every rule concerning victory conditions at the onset of the acceptance of this rule must be in the format "In order to be victorious, __________, and meet all other victory conditions should they exist."

I propose a second motion reading: In order to be victorious, a player must have at least 3 motions they have issued enacted, and meet all other victory conditions should they exist.

Commentary:
I think there are too many Motions outstanding and don't want to have to keep track of a whole bunch of them - don't you all agree?

Commentary: I agree... but I don't like the idea of limiting it to just 5 either. We just need a way of getting rid of motions that aren't getting voted for. When the game is more active there will be more motions, but when it slows down it won't matter as much.
