<Appends final point that acting like you're saying something interesting, when you use a passive tense and third person, is even more lame than talking about a map format in a discussion about implementing GLSL normal maps on Units. Inserts random, insulting picture. Parodies use of word "meme" by finding links to mimes having sex with clowns.>

yes, to gamers mod means modification.
I had a really long post reacting to this but I decided I wasn't sure of myself. I will poll my friends and neighbors to see if they agree with my opinion and get back to you.
Meanwhile maybe we can get back on topic... what would people think about a content sub-forum for Released "Games and Maps and other Content Packages".
When a release post is made the posted will contact a moderator via PM and then this release post will be "moved" to this special area using the move and leave a redirect thing... and then when a new release comes we move them back and replace them with the new version?

The consensus of the people within talking distance of my cubicle seems to agree that:
In the context of a game released without any "official" content or an engine released to display content from another game, this content would not be described as a mod. Furthermore that describing a game designed for use with a given engine as a mod is inaccurate.
What I am trying to figure out is what we can call them if we want ONE name that includes both mods and TCs ported from TA and then enhanced for spring along with entirely new games from the spring engine and "unit packs" and expansion packs to other content modules and games.
While I don't want to de-value Full Games made for the engine the act of producing new units (scripts and models and LUA) is the same for mods and games... and the act of balancing units once they have been created (by you or by cavedog or by a third party) is the same process regardless of their source.
In most games this process in called "modding" and the process produces mods... so what should WE call it that isn't more confusing then calling it modding?

Spring "modding" = content creation.
Spring has an engine without content to show off the engine.. that is why I often refer to us as content creators.
Now in the past I have suggested that we call mods "packages" and leave it at that. This way people know they are getting stuff that will work in spring. It leaves no assumptions to be made and all they know is that it is some stuff to play with in the spring engine.
