IMO, since the flash is fast and weakly armored, an armored car or IFV design would fit better. Wheels would probably work better than threads on a fast raider unit.

Well we got fast Tracked tanks now, why wouldn't they be faster in the future?

Only thing that Tracked vehicles need to be fast, is a high torque powerplant to keep momentum on the heavy tracks.
