spring-headless/dedicated have been merged into the default spring package, so downloading/installing spring will always containe these executables: this simplifies packaging and installing spring for autohosts... only drawback is that the file size is larger and maybe some people are confused about three executables.
zk-lobby was removed from the win32 installer (due to general move to in-engine stuff, see the LoadMap branch)

getting mingw64 libs shouldn't be so hard with mxe (https://github.com/mxe/mxe) but very time-consuming
why do you need a 64 bit spring on windows?

because for 64 bit all libs have to be compiled on our own which is a lot of work.
whats the benefit for you with a 64 bit version of spring?
