Not to derail this discussion before it even begins, but why do so many people outside the United States start threads dealing with issues primarily in the United States? I would rather discuss something somewhere else myself.

Because most internet users are from the US I guess! A possible referendum on a change to instant runoff voting after the next election is probably the most interesting thing that's happened lately here. Also the continuing MP expenses scandal (summary here).
