I think he's talking about people that adapt the engine (well, extend it with Lua) to do what they want, despite it being ], well, unconventional.
Examples are lava, dynamic ceasefires, and grid-based resource models.

To reiterate, I doubt this project would push the engine anywhere new. It all sounds possible and is mostly implemented somewhere.
