With Smoth's and Knroke's help I was able to run SpringLS on my main computer. I launch SpringLS from a batch file. I am able to join the server on my computer and the test computer. Both players can get into a battle room. However when I launch the game, my main computer loads while test computer sits at the black "connecting to server" screen and then eventually times out. I have tested with another computer and get the same result.

I would guess this is firewall related. Do you have Comodo or anything other than Windows Firewall that might block port 8452? Did you give java and spring permission to listen on the relevant ports? Consider temporarily disabling any firewalls on both computers.
Also make sure all the NAT traversal options in spring/lobby are off (no "NAT Punching"). It could be the server or client sending the router/modem IP (external IP of your network) instead of the internal address.

Both computers are only have windows firewall. I have disabled it on both devices. I have checked "none" for the "hole punching" section when hosting. I get the same issue. If you can explain how to or give a link explaining how to give java and spring permission to listen to ports, I will try that as well.

lobby server default port is 8200, you should change that.
spring has to use a different port... you can't directly connect spring to the lobby server, you've to use a lobby. with the lobby connect to the lobby server, create a new game and then start it.
