[misc] client/lobby server encryption

kloot wrote a huge patch for uberserver which allows client to lobby server encryption.

the lobby protocol description and forum announce contains more details.

when the changes were applied to the lobby server some bugs were found which i hopefully fixed with some small code changes.

this server update disabled some old stuff, i.e. an undocumented command was removed:

if your spads setup doesn't transfer SLDB stats, then you have to update spads!
