Seaplanes that actually are seaplanes

Cant'cha just remove the constraint to landing on ground only? I'm not a programmer, shoot me, but I think this problem has gone on long enough.

To determine with the engine if an aircraft is a seaplane, check for the amphibious=1; tag, btw.
