Is there any image editing software that supports 16-bit greyscale bmp's? I need to do gaussian blur to smooth out a 16-bit greyscale bmp.

Do you mean 16bit grayscale bitmap? The answer would be no. The Gimp does not yet support 16 bit per channel images. I think one of the only image programs that does besides terrian generators like LD3T, Terragen, is Adobe Photoshop.

I can get Cinepaint to convert to 16-bit greyscale, but when I try and save in that format as .bmp the name in the title bar changes, but the file is not saved. Not looking good.

Since when does PSP have the ability to manipulate 16-bit greyscale .bmp's? PSP 9 or something?
