[AAI] the AI blocks its own factories

Hi,

I'm playing a lot against AI opponents (AAI especially, because afaik it's an only AI that builds experimental kbots). However, I noticed lately it build factories one next to each other and blocks itself. As far as I remember it wasn't always the case. I was playing a lot with different versions of Spring engine and mods, so I cannot say when this behavior was introduced. It affects Spring 101.0 and the latest one 101.0.1-179-g5944ba1. Tested with BA 9.35 and BAR 5307 (AAI Arm vs AAI Arm in both cases).
