What hardware to get for a new gaming pc?

I would like some hardware advice, and I hope someone can/would like to help me.
I now have a HP elite laptop that I got from my university. I has served me well, but for various reasons I need a new system. I can't play new games. But most importantly, it overheats rather quickly and turns itself off. I don't think running a web browser, a spring lobby, a 3d environment and a 'painting' environment all at the same time should be a luxury, so I've decided: no more laptop.
I was thinking about buying a Club3D Radeon HD 7850 royalQueen for around E 160, and compose the rest around that.
I'm not really up to date on any of this pc hardware stuff any more, so I was wondering if anyone though that'd be a good idea. Or maybe give some alternative advice.
I think my total budget should be somewhere in-between 400 and 600 (maybe 700) euro's, (without monitor and such.)
