Verizon already has.
Verizon smart phones have "channels", where you pay for various categories information provided to you from a list of sites. These things are hard to crack, and believe me, I have tried.
In many areas, sites that knock Verizon or Verizon Wireless get "cannot find host" errors, or link to a domain registered to Verizon.
Verizon has a stable of senators and congressmen who prevented the passage of the Net Neutrality bill that passed the House, and lost by a narrow margin in the Senate.

If it will happen it wont happen all at once....the public will be "persuaded" slowly just like it happens with other markets or ideas or changes that are not actually beneficial for the majority of people.

This will hardly happen considering whoever doesnt does this will get all the clients. Unless they make it freaking cheap, or it happens some weird thing like in Londom where nobody delivers pizzas (acording to a Douglas Adams book I am reading)

Why would you buy internet with google that can't give you access to any websites you search for?

I really really doubt we'll ever see a non neutral PC internet, it's too established to change now. Net neutrality is more a big issue for mobile devices, where many providers are making people pay for all sorts of absurd internet related services. Fortunately, even there, there is a huge movement of people pushing to make cellphones more like handheld PC's than some specialized device.
