There is a matchmaking system, QM, it is used by ZKL. You specify preference for game types like teams, 1v1, ffa, planetwars and when enough people are around for given type, it creates the game and makes you join.
It can also move you from room to room you like better if there is enough people, split too big games or merge them together.

However this system is limited because it still needs visible rooms (so that SL/NOTAL players can join and dl map), it would need changes in all lobbies to improve similar system more.
