You basically need to calculate how many frames should the animation take for a full cycle. Check the docu here for more precise info:

I'm not claiming I know what players want, I'm telling you what some of them (who happen to be admining mandos host) have said.

If you want shiny new effects with old balance, talk with Shox, perhaps he will finish BA11 if he sees that there are people who would like to play it.

A bunch of other obscure facts: use Fight (F) with rezzers following your army to execute repairing and reclaiming along their way. As far as I know, there is no way to have a synced game in which some players see BAR models and some use BA ones. There is some issue with scripts being incompatible but I don't have much expertise in that. Perhaps someone else can explain?
