I had a same kind of an idea except that instead of storages you could set primary goals where to flow your resources possibly in sliders, for example energy usage on buildings 40%, defenses 40% etc . . .
but when i came to think about it it starts to sound pretty time consuming micro thingy.

What i tried to say is that the walls are absurdly cheap AND Fast to build. You can wall out one side of the TCP in like 5-10 seconds. And reclaiming it wont work if the enemy has built defender towers/ has defending units nearby.

Or maybe i should just play better ;p

there are 10000 more important things to do before we can even think about such things, Like fixing water units and pathfinding. the commbomb has been here since OTA, if you dont like it, there are always, starcraft and c&c generals for you that have 0 commbombings. or, if you do get commbombed ...

as a reminder, when you commbomb, and your commander dies, you die too, so instead of turning the game to 2vs1 , it turns out as a 1vs1 . . .

again, cloacking commander costs 800-1000 Energy, your comm will be cloaked for around 1-5 seconds in early/mid game economy, and if you get commbombed in late game without using proper radar coverage/ defence lines, you are doing it wrong again :)

so there are no ways of spotting the commander before its too late, the commanders use portable teleporters to magically appear next to your commander and EXPLODE? oki. well you then need to type this. /run speed-hax.exe. then teleport your comm out before the blast like in action movies! problem so...

3 LLTs > commander , 3 llt:s cost ~200 metal, radar costs 51 metal. all these will stop the commander from bombing, and yes i've gotten commbombed/commrushed too many times i've lost the count long ago, i've even lost KoAA titles to commbombing. But i can't see how your options would make it better....
