Seems easier to have decent admins dealing out fitting punishments. The die-hard trolls (the ones that have been evading all types of bans for years) can't be stopped by either system (without keeping out new players as well). iceUI has a widget that does basically the same. When you are playing it gives the info for your own team, when speccing for all players. When playing you can use the bars to share e / m in the desired amounts.

When builders are on passive and they make solars (which require no e) and you stall e they will stall building as if the building required e.

About DSD related remarks: you can't fix too many players (16 while designed for 8 ) by making balance changes without (risking) making BA unsuited for all normal play.

what is so attractive to ICE ui over RED ui? Also interested in this. Atm I run some modified version of iceUI on spring 100 and latest BA version. Works fine after I disable/enable red console, tooltip, map, every game. Then it just shows iceUI.

Just PM'ed people I knew might be interested and some would join and idle with me. If people can join a channel they can join a host too. Just need people who are willing to put the time in every day and wait for people to come.

A healthy solution for BA that doesn't involve forcing server owners' hands would be to get a group of players to agree to not play DSD and to instead wait on another server that doesn't have the possibility of switching to DSD. This would only really work well if you got enough DSD usuals to agree...
