Yeah, but they let you go toe-to-toe with your enemy's T3 units until you can afford a Kroggy. Assuming that you're on a map that allows/rewards T3 units and all that stuff, which most maps don't. I do worry about amphibious spies being horrifically powerful. I'd rather see something less...penetrating used for amphibious recon. Perhaps a stealthy hovercraft with a sight-radius comparable to a radar tower? Come to think of it... Does stealth affect sonar? If not, there's definitely no problem.

They uncloak when an enemy unit comes too close. If that doesn't work, use large AoE weapons on the area you suspect the target to be in. Though I have to admit I don't know which units are suitable for that. Or just mob the area with scout planes. (Yet another use for the almighty Peeper!) Snipers...

You're supposed to use jammers to cover the bomb. A mobile one to get close to the enemy and the enemy's own jammers once you are close. QFT. Or simply a long-range jamming tower near your own front lines. Skuttles seem to be intended to punish the enemy for pushing too hard with defensive structur...
