There should be some way of the api telling the ai the starting conditions, random starting spots from a list? Pre-placed, or chosen at game start by the player in start boxes (the ai should also have the ability to choose it's starting position as well).

Not sure if this is the same bug, but it happens fairly consistently if you have a lot of things building, say lots of builders focusing on one object and another builder building something else by itself, it often gets stuck and doesn't build till there are more resources.
